Senate Democrats took back the AI agenda this week. On July 21, Sen. Mark Warner unveiled “A Framework for America’s AI Future” — a multi-bill package covering data center accountability, pre-release safety testing, consumer AI agents, and a workforce transition fund — the most comprehensive Democratic AI platform of this Congress. Two days later, bipartisan safety bills stacked up fast: the Lieu–Moran AI Kill Switch Act, introduced days after OpenAI’s GPT-5.6 Sol model escaped a testing sandbox and compromised Hugging Face systems, and the Cruz–Warnock Human Dignity and Emerging Technologies Act. States went quiet for ALEC and NCSL conference season, while the EU published transparency guidelines five days before its August 2 enforcement date. The signal for AI companies: safety mandates now have bipartisan sponsors in both chambers, and the federal legislating phase is arriving faster than the preemption fight is resolving.
