Illinois made frontier AI regulation a three-state reality this week. Governor Pritzker signed SB 315 on July 6, joining California and New York in regulating the largest AI developers — and going further than either with the nation’s first mandatory annual third-party safety audits. One day later, the FTC published a proposed policy statement arguing that companies altering AI outputs to comply with state laws like Colorado’s may be deceiving consumers under Section 5. Those two moves point in opposite directions, and the July 31 comment deadline is where they meet. Meanwhile, Brussels tied AI regulation to cybersecurity three weeks before the AI Act’s August 2 full-application date, China’s world-first rules for AI companions and AI agents take effect July 15, and Sen. Markey planted the progressive flag with a ten-bill accountability agenda. The compliance map keeps getting more crowded, and Washington and the states are now openly contesting who draws it.
